"We in America do not have government by the majority. We have government by the majority who participate."

Comment:

I interpret this as not ONLY voting, because an uninformed voter is not really participating in government - just pushing a button, pulling a lever, touching a screening, or avoiding handing chad.

Participation INCLUDES reading, knowing, and doing something about the course of government through our elected and appointed representatives.
