Grover Cleveland

Interesting that our 22nd and 24th President believed that Federal taxpayer dollars should NOT be spent to provide for the 'welfare' of people in disaster areas. Over the last few decades there seems to be an 'expectation' that the federal goverment will declare any significant occurence of nature that damages people's property as a 'disaster area' so that the entire nation's resources (i.e. taxpayer dollars) can be put or dumped into the trough for opportunists and 'others' to profit from it.

Certainly an interesting perspective on apportionment of 'aid' money to federally declared disaster zones.

"I feel obliged to withhold my approval of the plan to indulge in

benevolent and charitable sentiment through the appropriation of public funds...I find no warrant for such an appropriation in the Constitution.
